Geoffrey Cox says ‘the legal risk remains unchanged’ and the UK could not leave without EU agreement

Attorney General Geoffrey Cox wrote this letter to the prime minister today outlining his opinion that “the legal risk remains unchanged” of Britain still being stuck in the Irish backstop after Brexit despite the latest changes to the agreement struck by Theresa May in Strasbourg.

His letter states the new provisions within the deal “reduce the risk” of the UK being “indefinitely and involuntarily” held in the Irish backstop but in his final paragraph 19 (boxed in red) he said “the legal risk remains unchanged” that the UK would have no legal means of exiting without EU agreement.
